As a Canadian, I have come to realize that there is a major problem between literacy and illiteracy. Some people still struggle to use SOME of the most original methods to survive. %I've noticed in subways, or on buses people still counting the number of stops by their fingers. %It's even noticeable in supermarkets when people just use memorization to find *their favorite foods and products by memorize the shape of +a+ box or color. (((I would think that these were the problems of the past.))) However in 2007, illiteracy is still a problem. Today, various levels of government are ***helping to reduce literacy rates, and ***help close the gap between illiteracy and literacy. &&&And I also would like to further discuss some programs available in Fort McMurray Alberta.&&&

First of all, what is the definition of literacy? The United Nations Educational, Scientific and Cultural Organization +commonly known as...simply referred to as+ /UNESCO/ has drafted the following definition: "Literacy is the ability to identify, understand, interpret, create, communicate and compute, using printed and written materials associated with varying contexts. Literacy involves a continuum of learning to enable an individual to achieve his or her goals, to develop his or her knowledge and potential, and to participate fully in the wider society." The <Statistics Canada> and the Organization for Economic Co-operation and Development summarize Canada have three types of literacy and four levels of literacy to be considerate that +one is+ either _ _ literate or illiterate.

In the 3 types of literacy, _ _ literacy +is defined+ as _ _ _ _ +an individual's ability+ to use written information +in order+ to function in society, achieve their goals and _ develop their knowledge and potential. Type 1, /Prose Literacy/ +is referred to as+ the ability to understand the use +of+ information from texts, such as +a+ newspaper. Type 2, /Document Literacy/ +implies+ the ability to find and use information from documents such as maps. +Finally,+ type 3 +of+ /Quantitative Literacy/ +infers to+ the ability to make calculations with numbers imbedded in text, +such+ as balancing a cheque book.
In the four levels of literacy, _ _ +the first level refers to+ _ _ _ +an individual's+ difficulty with +comprehending+ printed materials and identify themselves as unable to read. At level 2, people _ +may only+ use printed materials for limited purposes such as finding a familiar word in a simple text. At level 3, people _ +have the skills to+ use reading materials in a variety of situations providing it is simple, clearly laid out and the tasks involved are not too complex. At level 4, people _ +are able to+ use a wide range of reading and writing skills to deal with complex materials.

In fact, a recent report by the /Canadian Council on Social Development/, _ compared Canada+'s +literacy rate+ to other developed countries, not+ing that +Canada has+ the third largest population of young people with poor literacy skills. That is +shocking and+ unacceptable. In our country, over 25% of students still have problems with reading and writing skills. _ _ +More than+ 30% of students drop out of high school every year. The adult illiteracy rate +is+ also +very+ high, +while+ up to 50% of adults can neither read nor write and this +may+ rise to over 80% in the future _ particularly in Western Canada, +as it has a high aboriginal population.+ However, in Canada there is a large range between very high and very low +scores+ on the prose literacy scale.

The government+al +branch+ of Canada, such as provincial and municipal, have the primary responsibility +of+ education+al training for adult(s) or teenage(rs) +who+ never complete high school. +The+ provincial government is investing considerable resources in a range of programs and services for adults or teenage(rs) with low literacy skills, which vary according to regional needs and priorities. Our government plays a(n) important role in +the+ literacy +of+ Canada. The government is engaged _ in directly helping adults _ develop their literacy skills at the community level. The Canadian Government reported that within +an+ overall budget +of+ $30M per year the National Literacy Secretariat also supports partnerships with non-governmental organizations, literacy groups, business associations, labour unions, and academic institutions to help address literacy needs. These partnerships improve +the+ access to literacy programs, promote public awareness, enhance information sharing and coordination, and support research +along with+ the development of learning materials.

In Fort McMurray, +a+ program +can be found+ at Keyano College for those _ who never finished _ high school. This program is call+ed /The Academic Foundations Program/, +which+ offers an+ opportunity +for individuals+ to upgrade to the grade 9 equivalency. There are three levels +of the program+ to choose from: Entry (Adult Literacy), Intermediate and Advanced. The +program is+ based is on the individual applicant's skills and knowledge. After +a+ student completes this program, +they+ may continue in the college preparation program, or qualify for admission into career +and+ trades programs or enter the work+ing force.
