The method/procedure should be written in present tense and not in first person. Method and procedure section is more outlining the details of how to replicate an experiment, if need be, therefore, it's a little bit like "How to" section.Edna Said:

The disadvantages are that someone like Piers Anthony might be required to cover the history told from a European perspective by a series of fiction novels called The Geo Odyssey series.The last of which is called The Human Climate.

They standard format that I am most familiar with is as follows:1. Abstract - Overview of the entire experiment including results in less than 100 words.
2. Hypothesis - A single sentence stating what you THINK the results will be.
3. Introduction - Give background information on the experiment...what others have found out. Tell why you are doing the experiment and what you plan to do.
4. Methods/Materials - LIST the materials you will use. BE SPECIFIC. Give the step by step methods that you use in your experiment. (This will look like a recipe.)
5. Data gathered - Write the results of your experiment in words.
6. Analysis - Explain what the results mean.
7. Graph - Graph the results if possible.
8. Conclusion - Recap why you did the experiment. Give an brief overview of your results. Relate your ACTUAL results to your Hypothesis. Include in this section anything that might have messed up your results. (Ex: I spilled my chemicals and used them anyway.)
IT IS DIFFICULT BUT NEVER USE PERSONAL PRONOUNS LIKE "I" "WE" "YOU"...etc...

Use the passive tense in the past.In the lab, the liquid was poured.....
Rather than say "I" or "we," you say the object and what was done to it.
The flame was lit, the box was opened, the formula was mixed, It looked green, Ten minutes later, the experiment was over.
