You could start your report by talking about the human condition of doing the least amount of work for a paycheck. In mentioning that minimum wage (and other factors) could be an contributing factor, delve into the consequences involved (communication issues).Its not always true though that higher pay motivates people to work harder. If I'm an employee who is making above minimum wage, and I know someone who is getting a higher wage than I am for the same job, I won't feel motivated to work as hard (I speak from experience here). So it's possible that employees could be communicating their wages to each other and that this could be a reason why employees are doing the minimum amount of work required (this could definitely be an employee to employee communication problem). This perceived injustice could cause a sort of passive resistance to carrying out normal duties. You might be able to argue that commission sales encourages harder work, but I don't know the data behind that.
At the end, you should make some suggestions for how to remedy the situation. Whether it be higher wages, monitoring employee to employee communication, or systematic evaluations, there is a possible solution to this. I hope this helps.
