They probably did not report it to the police because that would be lots of work. The note was there to inform you, more of a warning, that if you don't move you will be prosecuted. For the most part, if you left and didn't cause any additional problems you will be fine.

You didn't state exactly what type of housing you live in, rented house, apartment, etc..., so I can't give a detailed answer but, I do know that some apartments do hire security from time to time and most of the government subsidized (section 8) apartments have full time security on their payroll.
Why they are targeting you?....... I don't know, unless they had a report of a possible crime being committed or if they have information that a family member is in danger.
They do have the right to do surveillance on anyone as long as they do not have any interaction with the parties involved.
If you have done nothing wrong (or any friend that may be coming over), than just give it a little time and it will pass.
They may not be watching you, (per-say), but rather watching the company that comes over. Someone other than your family may be the target of an investigation...

I think that its ridiculous, they actually had no right to tell you not to come back that is actually against the law! They cannot actually dicipline anyone for "stress" related issues. In reality if they actually sat you down and asked you what you were doing then they would have known instead of jumping to conclusions. I mean you were only doing your job! Wow what is this country coming to? I would totally call around and see if there is any other job openings or sites somewhere. Maybe call a lawyer and get more legal advice about this situation.
