For everything a cop does whether it be a car stop, call to a house, shooting, etc, they have to write a detailed, facts-only report on the incident. It may be as simple as
At 1820 I stopped a car for not signaling on a right turn. California DL C9991234, Joe Dirt, DOB 11-12-56, California Plate X912XXX. Warning.

Or a full detailed report:
At 1820 I received a report that juveniles were vandalizing pool equipment at 123 Main Street. I arrived on scene to find three individuals in dark clothes running away from the address of the report and pursued them in my vehicle to 345 Intersection Road. They entered a residence there and Officers Todd and Rodd arrived to back me up. At 1840 we made entry into the building and apprehended the suspects. They were unarmed and did not resist verbal commands. Inside the residence belonging to suspect A we found pool equipment that may have been stolen. Arrested all three suspects on Penal Code 34567 for vandalism, grand theft, and evading arrest.

Other reports include forms to be filled out for towing cars, domestic violence, etc that are provided to you and you carry in the trunk of the cruiser.

Some colleges offer Report Writing courses. Basically, you want facts only, and every detail you can put together depending on the nature of the report. If it is a car stop with a warning you don't need a full description of what the car and driver looked like. Just the make, model, and the plate and driver license will do. But for shootings or suspects that got away you write every detail down about what you remember. Common sense should steer you to the right direction.
