third person. even if you did the research yourself... like went into the laboratory and did experiments, its common that third person is even used for these instances. and second person is never used professionally, only for personal correspondence.

You should write as a 1st person from the witness' point of view.
The Police are only used as a "notepad" (if you know what i mean) by the court so that the facts of the crime at the instance after the crime has been committed can be jotted down and be saved for future litigation purposes. Furtheremore, the witnesses are considered the actual, firsthand, and best evidence that a complainant may produce, not the Police, because of the fact that the former are the ones who actually saw the crime being committed.
In as much as the Police only narrate what the witness/es has told them, the court does not give much weight on the testimonies of the police as much as the witness/es. But it would be different if the police is also the witness.
