first 911, then listen to instructions on emergency care for the child, then call the child's guardians if necessary. have a child care physician contacted, then have the child in the hospital when they are picked up by the ambulance.

But be aware, the Officer makes decisions (or documents their opinion) about the circumstances based upon whatever available information they can ascertain from witness statements and physical evidence and how those come together based on their training and experience.

Secondly, Accident Reports ultimately are intended for the insurance companies, not any state database.

Insurance companies want to avoid subrogation or paying for a claim and the presumption, industry-wide is that law enforcement, having to deal with motor vehicle accidents on a daily basis, are generally unbiased and well-versed in correctly identifying causation.
