I'm assuming you are the UK. Anyone (not just credit rating agencies) who holds personal data about you is required to release that information to you on application under the terms of the Data Protection Act but I think they are entitled to charge an administration fee which from memory cannot exceed £10.

Annualcreditreport.com IS the free site for the mandated annual free reports. You are wrong - one can get them on line or mailed to you. It is not a government site - the government does not operate the credit bureaus.
