I'd recommend Adobe InDesign for this, it's professional page layout software and will do all you want and more. It may not be the cheapest option, but you will get professional looking results.

You can import text from Word and you can even retain formatting if you wish.

You have the option of using master pages where you can place design elements that appear on every page the master is applied to so it's very easy to keep your document consistent.

You have access to Paragraph, Character and Object styles so you can apply consistent formatting to your text and graphic elements.

Same goes for colours, you can make up swatches of any setting you choose to apply consistently throughout your layout.

You will have all the text effects etc. that you could possibly want as well as all the things you'd expect such as text wrapping etc. It also allows for easy creation of tables.

You can export your finished file to pdf directly from InDesign for easy sharing or printing.

When the software industry was young, it got politicians and lawyers to protect them from liabilities when software screws up.

imagine if this was the case for the automobile industry.

I wonder how much pain and suffering this has inflicted on businesses when their software malfunctions and they can't do business.

Start > run > wordpad
or
Start > run > notepad

Wordpad has a few more editing features than notepad.
