Here is one way this could be reworked. I'm not crazy about your lead sentences--any lead sentence starting with a definition is generally considered weak. You could say something like "Reports are important to the functioning of courts and are named according to what service they serve in the legal system."

But here is your original, just re-worked a little bit.

A report is defined as a formal statement of facts or proceedings. It is used to give and account of something, to relate, tell, or convey information, and is the written statement of such an account.

There are many kinds of reports. One example is the formal statement in writing made to a court by a master, a clerk, or a referee who has been apponted to inquire into a particular matter for the court. Sometimes a public official's report is distinguished from a return, which typically discloses something done or observed by that official. A report, on the other hand, shows the results of an invenstigation into matters outside of the official's personal knowledge. Another type of document is sometimes referred to as reports, but are more often called reporters. These documents are regularly published volumes of books containing accounts of decisions and opinions of various courts

- Formal written letter - an officer may write to a housing association recommending a certain person be re-housed for their own safety.
- E-mail - an officer may choose to communicate with a victim of crime by email, as agreed by the victim at the first point of contact (the victim can choose how to be updated.) Emails can be sent to other police forces asking jobs to be done too, normally requests for death messages to be passed or arrest requests.
- Statements, crime reports, National Collision Report Forms, etc.
- Memos are slowly on their way out due to the advent of emails, and I don't recall sending or receiving memos at all to be honest.
