Yes, that's a correct way to format your letter. You should change "Thanks" to "Thank you," and you should add a comma after "Sincerely." And there should be a punctuation mark, either a comma or a colon, after "To Whom It May Concern." You seem to be going for a fairly formal letter, so a colon would be best. (I've capitalized those five words; you should probably do the same.)
