I would not suggest generalizing. Develop a base cover letter that you would send to an engineering job. However (this is the important part!), tailor each cover letter to a specific company and position. Employers are often sifting through hundreds of resume's and cover letters. You have one page to sell yourself and demonstrate to the company that you are genuinely qualified for the position you are applying for, not that you are just a qualified engineer. In addition, you need to make the company feel like you are genuinely interested in them, and aren't just spamming applications out all over the place in a desperate attempt to get a job.

Don't skimp on any part in the application process. Be thorough and very thoughtful.
