If I were writing one for my sister it would say something like this:To whom it may concern,
I am writing this letter regarding A**** and S**** B**** as a reference for an adoption. A**** is my sister and I am looking forward to her and her husband adding to their family. I am confident that they will make excellent parents.
A**** and S**** are both very patient people. I can recall a time when my own children were very little. They were wanting to play horsey with Aunt A**** for hours on end and she seemed delighted to play along. They both enjoy getting to a child's level and playing games with them as well as seizing life's teachable moments.
They are financially responsible and stable. They've both worked in their occupations for more than ten years and make wise financial decisions. They've worked hard to be able to purchase a house with a nice yard for children to play in.
When I was a child, I remember always looking up to my big sister. She was always available for me to talk to about anything at all and even as an adolescent gave me wise advice. I see S**** as the same type of person and have seen him give guidance to my children as well as other children in the family.
They're both kind, gentle and have lots of love to share with children. Again, I'm very confident that they'd be excellent parents, able to provide a loving, stable and supportive home in which children can grow and thrive.

Letters of recommendation are written in the present tense regardless of the permanence of the employee it is written for. The present tense is used in reference to a quality the person possesses as a mainstay and not just for the period of work in reference.Henry Said:

No, it won't help. If you want to be a character witness you need to make sure his attorney will be calling you as a character witness and go in person to the court. Save your letter writing skills for your lovers and go be there for your friend.
