When writing a formal letter to a person you never met...?

Generally, when writing a letter to someone of a high position you don't know, you will probably will want to keep it as formal as possible. This is especially the case when you write a business letter.

Start it with "Dear Sir:" if you know it is a man. Start with "Dear Madam:" if you know it's a woman. "Dear Sir or Madam:" is used if you are not sure.

"Dear Ms. Smith:" is still acceptable, but it is safest to go with "Madam" in case they resent not being called Miss or Mrs. It's also not the standard way to write a business letter.
