Who told her to write to the judge? It is not appropriate for anyone to write a letter to the judge on behalf of a convicted person unless the judge requests it. Usually they do not. If he is having a presentence report completed she might be able to provide the reference letter to the probation officer who is preparing the report.

Yes, it would look much better to say she is a long time friend. But long time should only be a period of five years or longer.

If she has known him long enough to see him mature she can say that.

Yes, it should be in the form of a business letter, it should be addressed to "To The Honorable Judge X," and have the appropriate address block at the top, and she should both type and sign her name and include her address and phone number, even if she must use her computer to create a "letterhead" document.

Tell her to try to stay away from mentioning that he is religious, it looks like a lie and is unpursuasive. She should mention all of the civic activities that he is involved in, and as a last resort if there is nothing else, she can talk about what he plans to do with the rest of his life, and whether or not he is enrolled in school.

Most judges get tons of these letters everyday and unfortunately they won't really help. The best advice is to write a concise, but detailed letter that emphasizes your strong points and just hope for the best.

Be respectful and honest. If you know the name of the judge that the letter is going to, address it to "The Honorable Judge____". You already know the gist of what you need to say. Be direct and to the point. If you know of any community work or other good deeds that the person has done, list them as well. Also list the church that the person attends, if that applies. The judge will be able to see through BS, so be a help rather than a hindrance.
