It never hurts to leave on good terms. Don't make mention of your intentions until you have a secure job. Tell the perspective job you need a weeks notice to leave your present job. They will respect this in you and expect the same if you got and then later left their job.Don't tell the present job, they cut your hours and you can't afford to work their any more. Tell them how much you have enjoyed working for them. And you wish you could continue, but this job (you leaving them for) has the opportunities for growth you need at this time. And effective two weeks(or what ever time you feel is ok) from the date on this letter, September 18th , will be my last day.
Sincerely, (sign your name)......Keep a copy should you ever need it in your file cabinet in an "employment folder".
If the other job doesn't pan out, you will need dates and proof prior employment to collect unemployment.

I would call HR and ask them about what your boss is doing.
Consider all your options before you sign a resignation.

Don't quit until you do.
