A cover letter should contain the following things:

Addressing formula (Dear Sir/Madam, or Dear Hiring Manager)
Content (The content should have at least three paragraphs and should reach things like: how you came accross the job/company, what position you apply for- or seek, you can mention the ones above- , what can you do for the company - skills, personal achievements which will benefit the respective company-, salary requirements etc.)
Enclosure (Sincerely, John Doe)

Good luck and don't be afraid. It's difficult in the beginning, but when you get the idea, you'll see it's quite simple.

Tips: try to focus on how you will help the company, not what the company can do for you. Also, be wary of putting too many "I"s in the letter. Again, this is about the company, not you.

A cover letter is a summary of the reasons why you are the best candidate for the position. Its purpose is to make the reader want to read more about you in your resume and to get you an interview. It can help answer three questions that are often on the mind of the employer:

Can you do the the job?...show you have the right abilities, skills, knowledge and experience.

Will you do the job?... show you are very interested in the work itself and that you have the other attitudes necessary for success in the role and in the company.

Will you fit in?... show how your values and goals match the company's values and goals.

In a professional sense, one should consider a cover letter as standard. NO matter WHO it's offered to.

Short and sweet apply to a resume as well, but some relaxing of the Strict rules can be managed in a cover letter.

You're introducing yourself, suggesting points of interest, goals, etc. and can elaborate a bit. Obviously "OMG I WANNA" isn't advisable, but to express a plan, or desire, and any inference of what YOU might offer the company who hires you, is acceptable.
