tip 1) always say something like ''if this situation is not dealt with then i will have no other choice but to take it further...'' this is so they actually do follow up ur complaint

tip 2) leave ur name and email address so they can contact u back

tip 3) always write the date of when the complaint occurred, also any names if possible...some people can be so sly, they'd deny everything

tip 4) make a copy of your complaint, so you can prove to them that you sent a letter or email...again they'll deny everything!

tip 5) if you can, try and find an act or legislation that they have broke that will back up your complaint...depending on what it is you're complaining about.

The Principal could be the competent authority who will deal with the complaint. And the other parties who are involved in the subject matter of the complaint, either as accused or witnesses are being put to notice as to the content of the complaint, so that they could be prepared for an enquiry, if conducted by the competent authority, ie. the Principal. It is one of the principles of natural justice, no one could be penalised without affording him an opportunity to defend himself.
