It has MUCH more impact. If a politician receives a personal (not cut and pasted into Word) letter, then he believes that up to a thousand people in his district feel the same way but didn't write. It's a huge indicator of constituent sentiment on an issue.

Since any old lazy doofus can email, they aren't taken as seriously. It'll still have some impact, but the mail has more.

Exactly what you just said, apologize and mention it was caused by unforeseen circumstances. Depending on your relationship with the person and the situation you may want to divulge the nature of the circumstances briefly. If it was something small like a dinner party then offer to have the host over to dinner to make up for it or if it was a birthday party send the gift you were going to give them. If it was related to business then keep it brief and formal, apologize, and say something to the effect of "this was a rare unexpected event and will not happen again" and if possible reschedule.
