I think you need to address this letter to the principal. Obviously the teacher isn't being receptive to it or she's not being assertive and she needs enforcement from the higher up administration to make sure she's doing her job. It should go something like....

Dear Principal ______,
I am very concerned that my son is being bullied by ___________ on a daily basis.

--Mention here what happens to him e.g., "He comes home every day from school crying. I constantly have to hear stories about him getting beat up on the playground. He even tries and fakes sick to He doesn't tell me everything but I can tell there's much more going on that he wants to let on. He's a strong kid but regardless no child should have to put up with this and I believe it's the administrator's responsibility to put an end to this kind of behavior."---

-- Say that you've already spoken to the teacher personally twice. She hasn't taken action and you're going to the higher power because you're fed up. "I've already spoken to [teacher] on two separate occasions about the matter. Neither time since have any steps been taken to protect my son from [bully]'s malicious behavior. I am still hearing about new incidents every day. I consider this completely unacceptable and am now writing this letter to you to make sure that this issue is solved. [your son] should not have to be afraid to come to school or feel threatened in what should be a safe, controlled environment where he feels comfortable learning. " ----

I would like to come speak to you about this in person at your earliest convenience/ I've made an appointment with your secretary. I expect that all of your staff will be made aware of the problem so that no where in the school is my son left vulnerable to bullying. I hope that during that appointment we can work on strategies and plans to finally resolve this problem completely. I hope that you will be progressive and thorough in making sure my child is no longer bullied in his own school.

In contrast to what the woman above said, this school is being paid by your tax dollars. You are their employer, and of course you want them to be cooperative with you but pretending like it's not that big a deal and not asserting your voice is not going to encourage them to get things done. You may want to be nice to the school, but remember, your son only has one advocate.
