I am not really sure why you feel the need to write this letter.

They are never going to understand your side of the story because they are going to always stick up for their son or daughter. If you need to write it for yourself to get it out then do it but I would not give it to them. A letter would probably only fuel the fire.

Divorces are ugly but with time it will get better.

More important than the letter is if you 'd go to the hearing---dress up nice, and be polite. they can be real dix at those things.

For a letter, you'd basically put "I have known so and so for x years, he./she has taken full responsibility for the stupid choices that led to him/her losing his/her license and I fully support them in his her quest to get his her driving privileges back." somethign along those lines. Make sure you say that this person has accepted fault, etc.
