They give a word limit for at least three good reasons:

1. Members of the scholarship committee have to read hundreds of essays in a limited amount of time. You're not the only one applying.
2. If you're a good writer, then you should have no problem making a solid argument... succinctly.
3. Adhering to the word limit shows that you can follow simple instructions.

Yes, it's bad!! It would demonstrate to the powers-that-be that you can't follow instructions.

If they want more information from you, they'll ask for it or request an interview ... etc. At this stage, they're just compiling a short list of applicants, and to receive a huge diatribe would irk the poor person whose job it is to sift through the paperwork.

Really, 250 words should be the absolute max. Think "Gettysburg Address", not "War and Peace". :)
