An idle telephone line tempts designers to use its 48V potential as a power source. However, Part 68 of the US Federal Communications Commission's telecommunications regulations states that any device that connects to the phone line and is not actively communicating must present a resistance of at least 5 M* (Reference 1 ). To meet this requirement, a device's continuous-current drain must not exceed 10 [micro]A. Fortunately, many devices that connect to the phone line do not require continuous power and can remain off.
So, please do it urgently.

Based on the way your question is worded, I'll assume that your husband's current employer has offices with an opening similar to you husband's current job in your area.
Not knowing the entire situation it may be more appropriate for your husband to contact the store or office closer to you and request an interview, provide his resume and apply for a job there without asking the current supervisor to transfer him.
If it makes more sense for him to be transferred he'll likely want to discuss the issue with his boss (or boss's boss) and ask them for the details about what to include in a formal request.
Many HR groups have internal transfer paperwork, which may make the letter less important - only a means of explaining the reasons to want to transfer.

Then when you give this to your supervisor let them know that "of course" if you are really needed in emergency situations that you will do your best to accommodate them to work extra hours. Make sure you express that you enjoy what you do and that if at some point things change at home you would like the opportunity to restore your hours.
