let them know that you are "sorry for their loss" and you "understand how much (person's name) meant to them".
then, i would include a funny or sweet story about them if you knew the deceased.
if not, then just let them know that you are there for them if they ever need to talk and that you look forward to seeing them soon, or talking to them soon.

also, i would find a sympathy card, not just a loose-leaf letter....

It's a good idea. If you don't it might bother you for some time. Just be sure to mention how you were very busy during the funerals and wanted to say something to them, but didn't have the time. That way they'll know you care and you'll feel better about yourself.

If you can, make it to the funeral and give her a hug when you see her. If not (if you live too far away) write a letter in a sympathy card. Just let her know you are thinking of her, sorry for her loss, and if she needs anything, to let you know. Flowers could be good also. What you write or say is not that important. Usually what is important is just that you are there.
