I recommend wording the letter so it doesn't connect you with the situation, as it's not between YOU and her, it's between the COMPANY and her. If the company is in a tight situation, it's easier to word the letter:For example:
Right now, the company is not in a position where it can offer you a raise. If the company was in a better financial situation, and your work level and attitude improved, we could consider evaluating an adjustment.
That way, the focus is on the company and her attitude.
If the company is in good financial situation, then you're stuck pointing out:
The company feels that you are performing your job adequately. We'd like to be able to offer you a raise, but we need to see you improve in the following areas before a raise could even be considered: We'd like to see your attitude improve regarding XXXX and YYYY.
That type of wording helps the employee by giving them the possibility for a review & raise later if they improve their attitude.
