First of all you don't send the "Army Condolence Letter", it's writen by the high rank officials and they describe the accident not the circumstances. I don't even know were my son is, how would be possible for you to know how and where someone else's family is or the circumstances they died?
Unless is a very publicized event, nobody knows nothing.

You can say something just like what you said above. Tell them that even though the relationship with your ex has been over for some time now that you were still deeply sad to hear about what happened to his cousin. Mention that you still care for them and that they were very special to you while you and your ex were dating.

I think if you just speak from the heart, they'll really appreciate it. You can always offer to help them in any way should they need it. I wouldn't write them a three page letter, but a little paragraph in a card or something would be very heartfelt and sweet.

If you and your ex are on friendly terms, you can also send him a note of sympathy. Aside from whatever your differences were and why you broke up, you should still offer him your condolences.
