My suggestion would be to document actual instances and not just generalize. In other words, don't say, "My boss verbally harasses me." Say, "On January 2, 2007, my boss said I was stupid."

Walk yourself to the management office and complain in person - people tend to take you more seriously if you talk face to face as opposed through letters. You asked your neighbor nicely to keep his dog quiet and to pick up after it and he didn't, so now you're going to go over his head and talk to someone who can enforce the rules.
