I have never heard of a "Hand-over Letter" and would never put myself in such a situation.

Your employer can hold you to anything you place in that letter. Your employer can say, "Wait a minute, he didn't get this done, or that done yet?". In other words, if you're not careful, your employer can use it as fodder for a bad reference. They can't mention you didn't accomplish something to your next employer, however, they can play that little game that they play and in a very subtle manner give you an adverse reference.

You don't need a hand-over letter to make anything formal.

At the very most you might want to draft a task list. List what you were working on and completed (So TASK = Complete), what was up next (Be very detailed - Task = To Be), and simply be available to answer questions.

Stay away from a formal hand-over letter...
