1: lack of funding and the influence of lobby groups would be the main reasons, not lack of skills or will. You could use real world examples by looking into the behaviour of lobby groups in say the oil industry to oppose environmental reglations.

You can also discuss the scientific uncertainty involved in environmental monitoring, how strategies may be risk prone or risk averse depending on who is in charge. EPA may appear to make "mistakes" but sometimes these might just be due to uncertain outcomes.

2: I did a course on science communication this year. The main thing is to think about what will appeal to the target audience.

I assume "spill" refers to the gulf of mexico explosion, yeah? Time for an emotive argument. Talk about the long term effects on ecosystems from previous major oil disasters (eg exon valdez). If you can, choose some charismatic species to serve as the flagship for fundraising efforts. Perhaps discuss the people who will lose their jobs if fisheries don't get back on their feet. Remember this is for ordinary citizens, so go easy on scientific info and instead try and capitalise on the sense of injustice which they might feel from the event.
