Then tell them what you want them to do to resolve it - " I think the person should be reprimanded by the board/evicted/whatever....."

The critical thing with writing effective complaint letters is to state the facts of the problem you encountered, what you expect the person to do who you are complaining to, and what will happen if they do not respond to your complaint.In your case, you are making a complaint about a theater. You indicated that it has something to do with not having cash and being turned away immediately before your selected movie was to start.
If making a complaint letter, you should ask yourself this question: Is the problem you are complaing about something that was their fault or your own? Did you misunderstand something? Or did they mislead you? If the cinema's ATM was not working, you cannot expect them to let you in without paying, I hope. So it is a reasonable request to have you go find another ATM. They even told you where you can find one. Yes it was 20 min walk away, but they could have just as easily not told you and just turn you away.
You may want to look online for some advice. Try Googling or Yahooing for "effective complaint letters" to get some examples.
Just be sure to write in a professional manner (no swearing), make sure to spell out what your complaint is about immediately, and be sure to spellcheck the document (Capitalization? Punctuation? Grammar?).
Here is an example:
Dear Famous Players Theaters,
I am writing to complain about the recent experience I had while trying to attend a movie in your Maintown, USA theater on January 28th, 2011.
My sister and I waited in line for 40 minutes to get tickets for the 9:00pm showing of "The Expendables", only to be told when we got to the front of the line that the debit card machine was not working.
While I understand that these things happen, it appears that the machine was not working for most of the day. If a sign had been posted about this, we would have had time to go to an alternate ATM location and get cash before the movie started. But when I tried to explain this to the manager at this theater, he became rather rude and suggested that I should just take my "chubby girlfriend" to the restaurant across the street, because she appeared to be getting hungry!
I don't find this to be acceptable as a reply from someone who is representing your theater chain.
I would like to know what Famous Players is willing to do regarding this matter. As it stands, if insulting you customers is the way your company does business, I will likely by spending my hard-earned dollars someplace else, where that behavior is not tolerated.
