I would write letters to both the media and the people prosecuting the case (or that could have an impact on how things go). This way you bring attention to the issue and put a bit of pressure on to have action taken.

Firstly, you need to establish the problem and detail it to them thoroughly. Including exact times, dates and URLs that are displaying this picture. Don't forget to include evidence such as print screens/photocopies that prove that they are using your pictures. This will alert them to the fact that you are not messing around here.

Secondly, provide evidence that these pictures are yours, if you can. This will make them acknowledge that they are in the wrong.

Thirdly, don't forget to mention the punishment that they will receive should they ignore this warning letter. Make it very clear that, whilst you are not threatening them, you are very serious about the repercussions that will happen should they ignore you.

Finally, save a copy of this letter for future reference and tell them that you are doing this. If you wish to take this further contact a lawyer and provide then with a copy of the letter and evidence... but I'm not sure if it is that serious.

Do not pitch this letter as a notice. This is the first and only official warning that they will receive regarding this matter, if any further action needs to be taken to get them to remove these images it will result in official involvement from lawyers e.t.c. that should get them to comply.
