Yes, 99% of the time. You want your info to be the way you present yourself (since it is a representation of that) -- together, professional, consistent. You want your hiring person to know that they get a "known" person -- not some goofball "bounce-off-the-walls" employee. For the other 1% of the time, if you would happen to want to present yourself as a creative, roll-with-the-punches, Gumby-type person, you might consider a mixed bag for your cover letter and resume. Be original, don't use an internet one.

Make sure it says why you want the job and why you're the best candidate.

Keep it short and sweet. 5-10 sentences MAX. If you are active in your school and this is not part of your resume, now is the part to say it. You don't really need to regurgitate your resume on your cover letter - mention things that aren't included. Also, mention why you want this job.

Don't do something like crazy fonts or funky colors. These usually go straight to the rubbish bins.

Here's a sample:

"To whom it may concern:
I am a high school student with exceptional grades seeking summer employment. I am actively involved with my high school and participate in school spirit junk and I play on the sports team. My enthusiasm and brilliance make me an exceptional candidate for this position. I would love the opportunity to be a cashier with your company because I have heard wonderful things about it and I think this would be an exceptional opportunity.

Thank you very much for your time,
Sincerely
Student"

- so that really sucked, but you get the idea. Just make sure you customize it... your resume should be "generic" but your cover letter should be customized to each position.

The two things you want are not combining well. You cannot have a general cover letter that actually works. The cover letter should be targeted to the specific of the job you apply for.
