It doesn't mean anything. The letter could have ended up with the wrong person, or it could be sitting in a pile somewhere. It probably does mean the company is not particularly good at customer service.

Complain to your couselor and your parents!! This is NOT an assignment that a teacher should be asking. When he finds out what the students think, do you think he is just going to forget it. COMPLETELY unrealistic.

If he wants you to learn to write a compliant letter, it should be about a 3rd party such as a problem you recently had at a store.
