When you write a complaint letter, you state what the problem is (like, a window that doesn't close properly or an unauthorized charge on your credit card). You state what you have done to correct it (i.e., called the installer of the window or the credit card company), but it was not taken care of. You would then state what YOU, as the consumer, want to have done to correct the mistake (the window properly installed or the charge removed from the credit card, along with the extra or penalty interest). Then, you would tell them when you expect a reply or, failing they reply, further actions you would take (i.e., contacting the Better Business Bureau or the state's Attorney General because of "bad business").

If a complaint letter is written well enough (no swearing in it), with a firm tone to it (as in, you DEMAND that the problem be taken care of and you expect your request to be met within a reasonable length of time and without hassle), you will get good results without having to go to extremes (contacting the BBB or the AG, your "threat").
