Reason back from this slowly.
Where was your father put up for adoption?
Which adoption agency handled it?
If it happened in Japan - do the Authorities allow adoptees to have access to the paperwork connected to the adoption?
What are the processes for Birth Registration where your father was born (i.e. Town or City)?
You don't say where you and your father live now, but in the UK, an adoptee is allowed to have their original Birth Registration Certificate after a Counselling Session with a Social Worker.
A Birth mother is able to put her name on papers to say that she is willing to be found by her adopted child.
If you knew where Dad was born, here you could send a letter to the local newspaper asking if anyone knew the family and how to contact them. Can this be done in Japan?
Maybe the Japanese Consulate could advise you? Or perhaps your local Social Workers?
Why not write to magazines - you will lose nothing in doing this. Should you have no response, you will be no worse off.

When I was younger we use to subscribe to Highlights and when I read it there was a whole bunch of stuff that kids did like children's art work or literature by children and in every magazine they gave you an address to mail it to but if you don't want to subscribe the magazine go in a pediatrician's office and the have it all there!

I don't think there's an easy answer. Sometimes the story just might not fit with the editor's view of the magazine's "vision". Or - and please don't take this personally - your story might not be up to par. In my opinion, the best "guideline" to writing good short stories is to read, analyze and learn from great short stories. A Norton Anthology of Short Stories would be a great place to begin. Also, keeping a journal really helps hone your skills. Whatever you do, don't give up writing!

I've always found that the "Writer's Guide" books are very handy. They contain excellent tips, plus contact information and requirements for publishers and magazines. And they come out with an updated edition every year. It should cover almost any kind of writing whether it's books or short stories, or magazine articles or whatever.
