I would suggest you read a book on Business Communication by Murphy published by McGraw Hill. They also have a website mhhe.com where you will find a lot of material.You would like to start your own business as a 17 year old. It is not a legal age for you to enter into contracts.
What is the objective of the proposal and to whom it is to be addressed? What is the proposal about?
The proposal would be sent to the person(s) who you expect will consider.
There are so many points to be covered and until complete details about your business and about your proposal are available, no one will be able to guide you effectively.

You most definitely can earn money writing business proposals for individuals or organizations. I have done this for years. I developed my own template which I modify and use for each unique project that I take on. However, I now turn down most requests nowadays because I am pursuing other business interests -- but the market is there.To get started, you will need some satisfied customers. Somebody mentioned grant writing -- which is a good place to start. You might contact local organizations and volunteer your services in exchange for a reference and testimonial.
Then put up a web site, hang out your shingle and start taking orders. That's what I did.
I should add that I don't know if you can get enough assignments to support yourself 100%. I have always done the proposal writing thing as a sideline.
Another approach is to ask clients to take a stab at writing their own proposal -- then you take it and revise as necessary. This saves them money and gives you a good starting point. You will discover that the most difficult component of proposal writing is getting customers to give you the informationj you need to do a decent job for them.
