I imagine it all depends on how good you are and how much you value your time.My business is writing business plans/projections and private placement memorandums for companies around the world (www.i4advisors.com). Realistically you need to consider a couple things: 1) not all business plan are the same; 2) you need to take a look the company, market, etc and determine how much research you will have do; 3) you need to consider how much input the company will have or is dropped in your lap; 4) how much is your time worth per hour...
Typically for a proper business plan of 35 to 45 pages with comprehensive projections will run a company $6,000 to $30,000 depending on how much research needs to be done, and how much input the company provides and what the company needs the business for.
To write a business plan for less that $2500 makes no sense. When you consider the amount of time involve, your paying yourself below minimum wage.

For free help, you can get advice (but only advice and critiques, they will not write it for you) from SCORE http://www.score.org . You will have to hire someone and pay them to write your business plan and grant applicationIt is hard to find grants to start a business. Unlike the myths that some perpetuate, federal government and even private foundations hardly give grant money for a for-profit business. And yes, grants mean PAPERWORK - lots and lots of it, that is why a cottage industry of grant writers was born.
Nonetheless, you can go to the Catalog of Federal Domestic Assistance (CFDA) http://www.cfda.gov and Grants.gov http://www.grants.gov - these are two sites created by the federal government to provide transparency and information on grants. Browse through the listings and see if you can find any grant that would support a for-profit venture.
Even if you buy books on "how to get grants" or list that supposedly has information on grants -- all of them are mere rehash of what CFDA has, albeit packaged differently. But still the info is the same - hardly any grants for starting a for profit business.
Even SBA does NOT give out grants. From the SBA website http://www.sba.gov/expanding/grants.html…
"The U.S. Small Business Administration does not offer grants to start or expand small businesses, although it does offer a wide variety of loan programs. (See http://www.sba.gov/financing for more information) While SBA does offer some grant programs, these are generally designed to expand and enhance organizations that provide small business management, technical, or financial assistance. These grants generally support non-profit organizations, intermediary lending institutions, and state and local governments."
Most of the federal grants are given to specific target groups with specific requirements (e.g. minority business owners involved in transportation related contracts emanating from DOT - Grant#20.905 Disadvantaged Business Enterprises Short Term Lending Program
Grants are also often given to non profit groups or organizations involved in training or other similar activities (grant 59.043 Women's Business Ownership Assistance that are given to those who will create women's business center that will train women entrepreneurs
For private grants, you may want to check the Foundation Center's Foundation Grants for Individuals Online. It's a subscription based website ($9.95 per month) but their opening blurb only says that the database is ideal for "students, artists, academic researchers, libraries and financial aid offices." Entrepreneurs are apparently not one of them, so I take it they also don't have listings of private foundations who give grants to would-be entrepreneurs.

I use to work at a well developed SBDC reviewing business plans and doing other business consulting activity. SBA loans rarely came up. We dealt with a lot more than that. For example, once or twice a year we had venture capital forums for people seeking investors. People came to us specifically to help with their B- plans before presenting them to the venture capitalist.
We were located at a major public university. Admittedly, most SBDCs are not as well developed as ours. We even had a business incubator that housed start-ups, including a venture capital firm.
So if you live close enough to drive to any MAJOR public university, you may want to contact their SBDC (usually associated with the Business School) to see if it has anything like what we had.
If you have already done that, then I'm fresh out of ideas. You just got to network and that is not all that fun. Most cities usually have business expos a couple times a years. Be on the lookout for them in the business section of the paper.
