I haven’t read the specifics of your assignment, but based on the example you provided, I am guessing that your essay is supposed to be opinionated or persuasive is some way. So here is what you need to do:A) Decide on a topic. This may be the most difficult part because a good paper starts with a good topic. Pick something that you are interested in and have an opinion about. If your goal is to persuade your readers to share your opinion, then stay away from OVERLY confrontational topics like abortion or assisted suicide. VERY few people ever change their thinking on topics such as these.
B) Start collecting some information by looking at one or two basic sources to get an idea of the main arguments and supporting information.
C) Decide your opinion or “stance” on the issue and build a supporting argument from researched sources. Be sure to properly cite your sources and don’t take credit for anyone else’s ideas. Find statements from authors or researchers that support your opinion.
D) Develop a framework for your essay that keeps it organized. Since you are a relatively new writer, start with this simple format.
1) Introduction - A general introduction of your topic that captures the reader’s attention.
2) Thesis Sentence – End your introduction with a concise statement of your position such as “Increasing violence in society can be attributed to a decrease in religious practice and church service attendance.”
3) Supporting Paragraphs – This is the bulk of your thesis paper. Think of this part of the paper as a court case. Act as the lawyer and try to find and explain evidence that proves your point. Statements without supporting research don’t mean a lot, so base all your arguments in facts that you have located while collecting information.
4) Conclusion – it will be the last paragraph (or two) of your paper and it should remind the reader about the most important aspects of your essay. Try to “creatively” restate the main points.
E) Concentrate on clarity. Make sure you express clear, concise thoughts, and check your grammar and spelling several times. Short sentences are better if you are less experienced with writing. Long sentences with several conjunctions can be tricky even for the very best writers. Keep is simple until you have more practice. Have more than one person proof read your writing before you turn in your work.

For the introduction you could start with what constitutes a genocide. then list all the known genocides for the past two hundred years, why some are well publicised, Holocaust, Cambodia, while others get no mention US native Indians, Australian aboriginals.Use political arguments/ rationale for the genocides and why the world re-acted as it did to them

Well...I say that you should look in dome periodicals to get some passage quotes. 2 passage quotes would be good. Then tell the supporting response (the answer more clearly) and then the clarifying response (its not ur opinion, but more detail that is not find in the text.
