First you need to ask yourself three things:
1.What musical background (if any) do you have?
2.What kind of song will it be? i.e. Power metal or soft rock? country or techno?
3.What will it say? Not just words but also the feelings expressed through the music like anger or joy.

Then you simply go! Sometimes you write the actual music first then do the lyrics later. Or you could write lyrics with a tune in mind and then write it down and edit it later to make it sound better. There are no real rules set in stone. Just make sure it comes from the heart.

you don't necessarily have to follow the guy above. you can do several different formats

verse hook verse hook verse
verse hook verse hook verse hook
hook verse hook verse
hook verse hook verse hook
hook verse hook verse hook verse
verse hook verse hook bridge(outro)

you could even just do a single long verse with a tiny bridge in between
every 16 bars

don't conform to the standard. being different is what gets you noticed.

the best way is to sit and listen to a beat that you like, get the rhythm down, figure out where the hook should go, write the hook, and try to base the verses in relation to the hook.

i.e. if your hook is about making money...don't talk about saving hip hop in the verses. it wouldn't make any sense (unless you could pull it off really well to make it sound like if you solely made money you could single handedly save hip hop).

When you are writing songs you have to pay close attention to what is known as the meter of the song. That refers to keeping your lines coherent for the most part with the same amount of syllables. If you happen to be rhyming the last word of lines 1 and 3 then lines 2 and 4 they should have should have similar syllable counts.

Example of a ABAB rhyming scheme with matching syllable counts

A - 6 I don't know where you've been
B - 9 but I'm really happy to see you
A - 6 please don't run off again
B - 9 because I don't know what I would do.

This is not always the case but for the most part the song has to stay in some kind of rhythmic structure. So if the 4 lines I used above was my first verse then it would be best if I could constuct my second verse very similar in structure.

When you do stuff like this it makes the chorus stand out more, because it can be totally different in melody and rhythmic timing.

There are other rhyming variations such as ABCB where the second and fourth lines rhyme and then there is ACBB where the third and fourth lines rhyme.

These are typical patterns you find in most songs, but you can also have an ABCD where nothing rhymes at all. So keep in mind that somewhere in a four line stanza or section of a song that at least 2 of the lines need to have same syllable counts.

It can either be the two lines that rhyme or the two that don't. It's hardly ever one of the rhyming lines and one of the lines that don't rhyme. So if you can try to follow this simple guideline, it will help you to see the song differently from the building stand point.

It's just like buliding a house. The framing work is done in a way that either all four walls of a certain room are the same length or at least two of them. This is in most standard home design, so that's used to compare how a song should have some certain uniformity as well.

It's all about timing, meter, syllables and making sure they fit into your rhythm and melody.

okay well i started writing songs when i was 14 after a relationship with a 17 year old boy. It was an intence time for my and the words just came out on the page.

First what you need to do is find a situation in your life that is meaningful or personal to you (ex. relationship, hook-up, parent, friend)
Second you need to just write stuff down, write everything that comes to your mind about that topic, don't think of it as a song, just write.
Third you need to fix it up, change some words around, make them rhyme and turn it into an actual song.

Write 8 bars with the first chord as a C, then use the other six in whatever order you think sounds best. This will be your chorus
Then start the next section either on F or Am and again arrange the chords in the order you think they should go in and write another eight bars. This will be your chorus.

a good trick for writing songs is singing them out loud. First come up with a good way to start the song then sing it out loud and usually you will come up with anouther line. If you get really stuck try writing it like a poem. Any kind of poem is good. Songs are like long poems and if it flows well in your poem it will fit in your song. you might have to expiriment with your tone or rythem but it's a good way to write songs.

Maybe, to start out, get a simple tune down and try to write the lyrics according to the music as opposed to the other way around. I don't have any personal experience writing lyrics, but I had a friend who used to be a lyricist, and that always seemed to be her process. Even if the method doesn't stick, it might get you in the habit of having the tune in mind from the start of the writing process, rather than trying to incorporate it partway through--which might not be what you're doing anyways, but I thought I'd suggest it.
