You should try to relate the data you collected to the weather observed. An examples would be something like this...Tuesday highs were in the 40s, but the following day the highs only reached the lower 30s. This cooling temperature indicated that a strong cold front had move through the area bringing much colder air from the north as indicated by the observed wind direction change from southeast winds on Tuesday to a cold north wind on Wednesday. This was also the reason why the precipitation started out as rain on Tuesday afternoon, but turned to snow by Wednesday morning.

Howdy-If you're already sure of what you'd like to cover then you're well on your way. It's just a matter of organizing your thoughts. Writing an outline always seemed like a waste of time to me until I needed to write an enormous paper for college. Due to sheer volume it was so much better to organize ideas into the 3-however number of paragraphs were needed.
A. Intro + Thesis
B. General idea #1
1. Point #1 that supports your statement.
2. Point #2 " "
3. etc.
C. General idea #2
And so on until you've covered everything in as much detail as is either needed or can meet the word count required. Be sure you document all references correctly and only use the ones that BEST support your position. Worst thing you can do is flood a paper with unrelated fluff references, or have nothing to support it by too few citations either (then it risks appearing as an editorial rather than a factual report). If you have charts/ tables, be sure to correctly reference their page number so they're easy to find. Use smooth transitions between paragraphs of course.
When you wrap up your report, unless your instructor doesn't allow it, it's customary to take more than one paragraph for your summation. This is especially true in a paper that covers a vast topic, or one in which you've gone into great detail.

You are presenting 2 alternatives:1. Brainstorm and one person writes it
2. Brainstorm and everyone writes it at the meeting
Brainstorming gives ideas. But the groups need to verify them, and decide which to use, and which not.
Writing is best done by one person, but it needs contribution from all others. So maybe the best way is: One person writes it, everyone reviews it, one person improves it, everyone reviews it.

There is usually a statement of the intended approach to the problem...
The synopsis is a wrap-up of what you wanted to do, what you did and what you found...
