I think both of those ideas are great. LGBT teens are much more likely than their straight peers to commit suicide and suffer from other mental health issues. It really isn't surprising considering how vehemently society comes out against the LGBT community (really bad pun intended).

Perhaps an idea might be working with school-groups to promote tolerance and diversity in schools. Be prepared for a lot of controversy when you talk about LGBT youth. Not that you shouldn't do it, but its out there. It seems too many still think we get toasters for our recruitment efforts :).

in the mean time
you need to include things like why you want to construct a facility rather than buy an existing building and renovate it (cheaper to reno) you must state why your business will succeed and why you think that.. you need to check if there are already similar ones. and you need to include where you will get your customers from. Are you just building the facility? or are you going to run it after? Is their a company that already does it?? I can give you more help with some details about what you are wanting to do and who you are trying to convince.

I suspect you mean a proposal for reselling an item. One very important rule in writing a proposal for anything is to be sure you spell all the words correctly. Another important step is to capitalize the first word of every sentence. Grammar really is important when you are trying to convince someone to buy something.

Read the ads in the newspaper for a basic outline. It will give you a place to start.
