You have a bunch of options. The better known you are, the more advantageous it would be to start your own webpage and publish a blog on it with something like wordpress or moveable type. For example Neil Gaiman, one of my favorite writers started something this way. http://neilgaiman.com/ Unless you know your way around html or website building, you may want to hire a programmer for this.

Wordpress also has a readymade blog which you don't have to build. Blogger is another example of a readymade blog site like this. With both of these options one of the simplest and most effective ways of getting feedback is to leave feedback yourself and link to other blogs. Other writers love to blog, and they are often the best folks to get comments from too.

You can upload your work to www.worthyofpublishing.com you can share your book with the world, but don't have to. when you put a chapter, it isn't viewable to the public until you click the Go Live! button. It is a part of the website, so your sister can't delete it. (Unless she knew your password that is) good luck!

If you're going bit by bit, I would just use a blog. Livejournal and Blogger offer two excellent free choices, or you could use your own website and update it piece by piece.
