Begin by listing goals and objectives based upon age and ability.If there are common stances and stunts that everyone will need to perform, begin by teaching that to everyone. Then expand by listing their physical skill range and ability by individual.
Set goals for each in accordance with age and ability. Challenge everyone in the program to do something new before exiting the program.
Most cheerleading programs are 5 days to 1 week in duration. It will be important to organize the information for each participant in such a way as to enable you to appoint a skill or stunt in accordance with a progressive ability chart. In other words, it may be safer to teach stretches before teaching splits. Their physical well-being will be left to you to provide for. That is a very serious responsibility. Injuries sustained should be seen to immediately. First Aid protocol needs to be established and adhered to.
Meals, if provided, or snacks should be healthy and suitable to build strong bones and muscle.
To write a proposal for a cheerleading program:
Objective: To establish a cheerleading program for girls ages 5 to 12.
Goals: To enable each participant to learn new skills and proficiencies within the field of cheerleading. New cheers, as well as, formations are placed.
Day 1: Each participant will demonstrate abilities. Ability level will be accessed based upon fluidity of movement and agility. New cheers will be distributed for memorization. The postures will be established on Day 2.
Day 2: Assemble each person into groups of same or similar skill ability. Focus on one cheer per group for this exercise. Allow opportunity to practice informally, then formally. Show them how it is to look either in photograph form or video. Give them instructions on performing the next level of skill or stunt so that they may practice it at their leisure before dismissing.
Day 3: Assemble and divide. Repeat Day 2 as needed.

Day 5: Assemble. Practice and perform skills and stunts in accordance with age and ability levels. Focus on upcoming exhibition for parents, coaches, and players. Invite anyone who is involved with sport activities in which cheerleading will be appropriate (always include principals...whether they actually attend or not). Congratulate, distribute awards in a formal setting, and pat yourself on the back for a job well done.

If the book is non fiction, that is how it is done. However you need more than one sample chapter. You need three. If the book is fiction, then the book should be completed, rewrite-en and edited before you submit. You send a query to the agent or publisher first and then if someone shows interest, you send the complete manuscript and a proposal. There are books that teach you how to write a proposal. It is a very time consuming, precise document to write, but it is essential in selling a book. It is your number one selling tool. It is very rude and amateur to say you don't trust publishers and agents. They are there to help you. Trust me - they are not interested in stealing your work. All proposals need what the prospective sponsor whats to hear and read.(1) What awards have you won? List them.
(2) What equipment will you need?
(3) Uniforms.
(4) The cost or approximate cost.
(5) Will there be travel expense? If so, how much?
(6) Anything else you can think of that would interest and convince them.
(7) As a donation they might be able to write it off at tax time.
