I have often found myself with the same dilemma. I would suggest starting small first by writing and reading short stories. See if there are any creative writing classes in your neighborhood. By studying the short story, one can learn to explore and develop different writing elements such as characterization, setting, plot, point of view, etc. At many of these classes, you can peer critique. So you can get feedback on your story as well as get a chance to read other authors. This is a very important first step to developing writing skills.
I have found that trying to write a novel right away didn't work. I just wanted to get onto the computer and pen an amazing book, but, through the course of the project, I realized that my writing skills just weren't up to that level. In order to write a book, you have to plan every step of the way. Second, you have be a very experienced writer and feel good about your writing. Last, you need a support group that can read you chapters and give you critique and feedback.
Consider this: many novel writers began with writing short stories.
You may be able to find a class like this at your community center or school, or you can even get together some friends and meet weekly to develop your writing skills together.
It is also very important to read frequently, and you can read anything, books, poetry or short stories.

There are writer's magazines like Writer's Digest that you can buy at the bookstore, and there are writing websites like http://www.writersdigest.com that gives advice to novice writers.

But, through all this you still need to read and write. Reading helps improve your grammar, expands your vocabulary, and helps with your spelling. It also teaches you the fundamentals of story writing. Read across different genres to get an idea of how different authors make it work.
