No, you don't. There are far more screenwriters than actors, and I would imagine that not all of them have acting experience.

I would imagine that you can benefit from acting experience. However, you can learn all of the intricacies of scriptwriting from books and websites.

They even have a 7 day course that they send you to get you going on how to write a good screenplay. There is also an Idiot's Guide to Screenwriting, and several books.
