A key issue when hiring a police officer is honesty. They will talk to all your former employers to make sure everything you wrote on your application is true. If you omit any jobs, and they find out about them, they won't hire you.

Past mistakes are not nearly as important as present honesty. Admit everything, and give reasons for everything, but no lame excuses.

Something like that. Then, during the interview process you can elaborate that you wanted to work more but the opportunity wasn't there for you to do so. That's why you left and what you want is a job where you can work hard and work a lot ;-)

You should start a list of all they reasons why you believe you are qualified for the position. Write down everything that comes into your head - education, special training, natural abilities, etc. Write another list of all the things you may have already accomplished that display your managerial skills, even if you were working in a different position - resolving conflicts, increasing productivity, etc.
Once you have your two lists, it will be easy to compose an application letter based on the information.
