Usually typed, its more professional. Start off with saying Dear Sir or Madame, I have known so and so for x amount of years, and during this time they have shown ... (insert achievement or positive quality) and then why you personally would recomend them for whatever it is they need the referece for. Then hand sign it.

What kind of position that he has applied for? Try to find his character that would match up that is needed for the job position that he has applied for. Here's how I would write a reference letter for him.

1. First paragraph: Explain how you know your friend and how long you have know him.

2. Second paragraph: In what respect is your friend exceptional to others you have known with a similar background? List his exceptional qualities and skills, especially those that are related to the applicant's field of interest or job search. Give specific examples to back up what you have written.

or

Refer to your friend's competency in a specific field and/or prior experience, organizational and communication skills, academic or other achievements, interaction with others, sound judgment, reliability, analytical ability, etc.

3. Third paragraph (concluding paragraph): write something like, "As you can see, Mr. ___ will make a good candidate for ___ position at your company. If you have any question about him, please do not hesitate to contact me.

I think references from previous employers should do the job. Just make sure you explain on the cover letter that you don't want your current boss to know, so you can't ask him for a reference, but you are providing references from past employers. But don't say anything bad about the boss!

Generally speaking, i don't even interview with jobs that require references. The employer should be confident in its own ability to select personnel, and if it's not the case, then it's a weak company, so why work for it in the first place?

Also, your new employer should be seasoned enough to understand that doing business requires taking risk. Sometimes you hit it, and sometimes you miss. References are asked in academia, it is not a good practice in business.
