We Answered:

First off do you know if the agency is actually hiring? If it is not hiring, sending your resume may very well end up NEVER being looked at. If they are looking, call the HR dept and get the job announcement. If they are not looking ASK them how you might be able to get in their "pool" or learn about openings. ASK if it would be possible to meet with someone to learn about opportunities. If you know anyone in the agency, arrange to go in and meet some of the supervisors and mention how you hope to work for the agency when they have an opening.

If you really want to write a general cover letter - be sure to talk about why you want to work for the agency - be specific - be specific about what jobs you are most interested in and Why and be specific about the skills and talents you would bring to the agency.
