I would for sure emphasize the work you did previously for them. In my opinion, experience generally beats out education. Education usually just helps you get your foot in the door. If you've already done the job or something similar to it, you have an advantage over other applicants and the employer will want to know this.

Yes, mention it! Also mention your supervisors name and add his phone number.
Say something like:

"I have been contracted to temporaly fill this position and would be interested in discussing a full time position. I have excelled at doing this and that. Please contact my supervisor to discuss the benefits I have already brought to the company and how I may continue to grow within the organization."
