I love to write complaint letters! :) It helps me feel like I have done something productive when I am cranky and/or in a rut.
You can write a letter to a company that overpackages their product, thus contributing to the excess waste in going to the landfills. They could cut back on their use of plastics.
I also complain when a product doesn't work as well as I think it should, like a cleaning product.
You could write to a company whose ads really annoy you to tell them that they could get your attention in a postive way but until then you will boycott them.
You can complain to the White House that there is a war that has no end in sight. Or that there is not an energy policy in place that will protect us from global warming and that you want them to get to work on fixing that!

First of all I would visit your other neighbors in the apartment complex and try to get their signatures on the letter of complaint.

We feel obligated to ask for your attention to this problem prior to any contact with the health department that governs this area.

*Note: Send this letter registered mail and also tell postmaster you want to receive a signed receipt that shows the person actually received this letter. Keep a copy for your records. I would also take several pictures of the pond and include copies in your letter.
Also check any copy you have of your lease agreement to see if your monthly maintenance fee (if you have one) is used to supposedly maintain this drainage pond.
If the manager does not respond, visit your local health department and ask the person to schedule a visit with one of the department heads - take your letter and photos with you to talk to this person. A personal visit is much better than a phone call. Ask him/her for their help with this problem.

There are many ways to impress an employer who is flexible with his funds. There are hardly any ways to coax a raise out of an employer who fits any of these scenarios:

1. His company is very close to or below its break even point (BEP) where it currently stands. Break even point is the term used when the business is not making any profit, and not losing any money on their investment either.

2. He is not necessarily cheap, but may not have a good handle on managing company finances.

3. He is greedy and is not going to spare one cent he does not have to.

If you are just in the trenches as a third shift worker, you probably are not aware of how the company sits with regard to profits, but I am not going to assume that is the case.

If you want a better idea of whether or not your pay is justified, do a little bit of research, and find out what other grave yard workers are earning in your industry, and in your locale.

Make the following comparison in your analysis:

1. Look only at companies that are in the same industry.
2. Look only at employees with the same amount of tenure.
3. Look only at employees that work third shift.

If you find that folks that are nearly identical to you are making more money, and not just pennies more, but a lot more, then you have two clear options:

Apply to work for those companies, or influence your employers BEP by doing one of the following:

Make a suggestion that, if implemented, is sure to decrease expenses.

Make a suggestion that, if implemented, is sure to increase revenue.

You may need to do some research regarding which of these you suggest, if not both.

Ask your employer if any relative certificate, diploma, or degree would bring about a raise in pay. Extra education always looks good on a resume', even if the raise doesn't come.

If possible, make changes in your own results and productivity that is noticable to everyone, and hope for word of mouth advertising via the supervisory chain, if the employer is not present on your shift, which I assume he is not. Employers are frequently looking for currently employed self starters who excel at their work to promote from within.

Don't be the one who is raising your employers level of anxiety, and thereby impeding him from getting the most out of his investment. Remember that employers are people with needs just like yours.
